Division of Enterprise Solutions and Application Management (DESAM), Custom Application Branch is responsible for day-to-day operations including security compliance, system integrity, infrastructure maintenance, application performance, technology implementation, application development and application enhancements on several enterprise information technology applications for Health Resources and Services Administration. These applications are mission critical systems for various offices, bureaus and support their business to meet agency goals.

  • Implemented custom and enterprise applications using products, technologies, services and software like Microsoft ASP.Net, C#, WCF, RESTful Web Services, Web API, .Net Framework, SQL Server, IIS, Team Foundation Server (TFS)/Azure DevOps, and open-source technology stack like Angular framework and other JavaScript frameworks, HTML, CSS and Microsoft Azure Cloud Hosting Platform.
  • Migrated 5 custom applications, for HRSA (Human Resources and Service Administration), from on-prem to Azure cloud and also upgraded applications to run on Windows 2016 and SQL Server 2017. Implemented cloud best practices for application hosting and realized 40% cost savings on cloud infrastructure required to maintain HRSA’s custom enterprise applications.
  • Developed custom application (Personnel Action and Payroll Management System) for HRSA using ASP.Net, C#, Angular, SQL, and Tableau platform. Performed requirements gathering, created wireframes, prototype user interface and obtained customer validation. The system was developed and deployed on time and within the budget. This helped HRSA offices and Bureaus to prepare and plan for staffing and budget needs.
  • Implemented HRSA AMS Custom Application Portal (HACAP) to integrate with HHS Access Management System to provide a unified authentication mechanism for multiple applications resulting in cost reduction.
  • Developed dashboards, for HRSA, using tools such as PRTG Monitor and Splunk, to monitor, detect, analyze, diagnose, and remediate web application performance issues.

  • Electronic Proposal System (EPS) – The Electronic Proposal System allows for the vendors to submit proposals to Health Resources and Services Administration electronically.  Health Resources and Services Administration staff then reviews and scores the proposals electronically, thus eliminating paper from the proposal process. This new system is developed in an expedited timeline to meet the requirements of Health Resources and Services Administration, OAMP and deployed into production in June 2019. System is currently being used by Health Resources and Services Administration OAMP to solicit proposals from IT Services vendors.

  • Health Resources Services Administration AMS Custom Application Portal (HACAP) – Implemented Health Resources and Services Administration  AMS Custom Application Portal to integrate with HHS Access Management System to provide a unified authentication mechanism for multiple applications resulting in cost reduction. The Health Resources and Services Administration OIT Custom Applications team collaborated and coordinated with the HHS Access Management System (AMS) team and their vendor to design, build, test, and deploy a new custom portal for Health Resources and Services Administration. As a result of this deployment, Health Resources and Services Administration was able to meet the Federal Information Security Management Act (FISMA) compliance required multi-factor authentication for custom applications at a significantly reduced cost (83% cost reduction).

  • Personnel Action and Payroll Management System (PAPM) – This is a complete custom application developed from the scratch using ASP.Net, C#, Angular, SQL, and Tableau platform. Collected all the requirements from Health Resources and Services Administration Office of Budget (OB), created wireframes, prototype user interface and checked with the customer on usability and requirement clarifications. Completed the development and testing for release and deployed the system successfully into production. This helped Health Resources and Services Administration offices and Bureaus to prepare and plan for staffing and budget needs.  We have Successfully Implemented AGILE best practices like product backlog development, story point sizing, daily stand-up meetings, shorter sprint cycles to development teams and stakeholders to improve the quality of deliverables and to increase efficiencies by measuring team velocity in delivering work products.

  • Implemented Splunk monitoring for JIRA application and JIRA server instances to increase the overall availability of the Jira system. This allowed for immediate incident resolution on JIRA system and helped with 24/7 availability for OIT JIRA.

  • Developed dashboards using various tools such as PRGT Monitor and Splunk to monitor, detect, analyze, diagnose, and remedy web application performance issues.
